He migrated to Britain as University Lecturer in International Political Economy in 2003. He was tenured in that position and taught at Oxford for ten years from 2003 to 2013. At Oxford Hall served as Academic Director of the Oxford University Foreign Service Programme〔http://www.conted.ox.ac.uk/courses/L290-2〕 as a member of the Faculty of Oxford's Department of International Development, Queen Elizabeth House. There he developed the MSc in Global Governance and Diplomacy〔http://www.qeh.ox.ac.uk/study/courses/mscggd〕 (MSc GGD). He was the founding Course Director of the MSc GGD and directed or taught on the course from 2006 to 2013. In 2013 he left Oxford University for a professorial position as Professor of International Relations at the University of Macau, Macau (S.A.R.), China.. He has served on the editorial boards of ''International Studies Quarterly'' and ''Oxford Development Studies.''
